It must be nice to live in a world where failure equals success :

Translation: A day in which dozens die in bomb attacks does not mean we have failed to make Iraq secure; rather, we have succeeded in our strategic goal of making the terrorists agitated. You see here, it’s really six of one and a half-dozen of the other.
That rationale comes, of course, from the “shake the jar and see if they fight” school of international relations.
