1. Cite opponent for violating prior, really important agreements *
2. Demand adherence to prior agreements, using threat of force to ensure compliance
3. Receive commitment to fulfill prior, really important responsibilities
4. Demand adherence to new agreements
5. Note that the use of force may be "unavoidable" given opponent's reticence
6. Use force
7. "Regime change." Rinse. Repeat.
